Information about the Infected Blood Compensation Authority (IBCA)

On 20 May 2024, the Infected Blood Inquiry report published their final report. The report is available on the Inquiry’s website.

Following the report publication, the Government announced, that a new independent Arm’s Length Body, the Infected Blood Compensation Authority (IBCA), will deliver the Infected Blood Compensation Scheme.

Information for current EIBSS beneficiaries

From 1 April 2025, those who receive Infected Blood Support Schemes (IBSS) payments will continue to receive payments, at the same level, until such time that their case is assessed by the Infected Blood Compensation Authority (IBCA). Once assessed by IBCA, the applicant can choose how to receive their compensation (lump sum or periodic payments).

The IBCA will not be able to assess all cases at the same time. Therefore, to ensure a fair and consistent approach over the transition from the IBSS to the new Scheme, any IBSS payments received from 1 April 2025, will be deducted from a person’s total compensation award.

Those who currently receive payments through EIBSS will automatically be eligible and registered to IBCA. Further information can be found on the gov.uk website.

The Infected Blood Compensation Authority will be responsible for any compensation payments.

The Scheme will deliver financial compensation to victims of infected blood and responds directly to and is in line with the recommendations made by the Infected Blood Inquiry.

The IBCA is not currently accepting applications. The Government will make further announcements when applications to the IBCA can be accepted.
