Eligibility
To qualify for a Vaccine Damage Payment, it must be proved that an eligible vaccine was administered on or after 1 December 2020 in Jersey and:
- on the balance of probabilities, the vaccine caused your disability
- and that the resulting disablement is severe
Severely disabled means at least 60%, as assessed for the purposes of section 103 of The Social Security Contributions and Benefits Act 1992.
We will confirm with the Government of Jersey’s public health team that you received an eligible vaccine in Jersey. Your claim will only be progressed once we receive confirmation from them.
Make a claim
If you or the person you are representing received an eligible vaccine on or after 1 December 2020 in Jersey and you believe your claim meets the eligibility criteria for a Vaccine Damage Payment, complete one of the relevant claim forms:

Send your completed form to the postal address or email address printed on the form.

Making a claim on behalf of someone else
To claim for a Vaccine Damage Payment on behalf of someone who is unable to manage their own affairs, you must provide evidence that you have the authority to act on their behalf. You must therefore one of the following:
- a property and financial affairs lasting power of attorney
- a document that shows you are the vaccinated person’s delegate for property and affairs under the Capacity and Self-Determination (Jersey) Law 2016
To claim on behalf of a person who has died, you must be managing their estate. You must therefore send us a copy of their death certificate and one of the following documents:
- letters of administration
- Last Will and Testament
- grant of probate
- Deed of Trust
We are unable to progress your claim until we have received the required documents.
How your claim is assessed
Your claim will be looked at by an independent, third-party medical assessor. They assess claims on a case-by-case basis.
The assessor will consider your full medical records along with all available scientific evidence. They decide if you are due a Vaccine Damage Payment based on whether:
- the vaccine, on the balance of probabilities, caused the disability
- the level of disability is severe

The disability can be:
- physical
- mental
- a mix of both
The length of time it takes to investigate and process a claim varies from case to case.
As soon as your claim assessment is complete, the Government of Jersey will send you a letter telling you whether your claim has been successful. This letter will include a copy of the comprehensive medical report VAD 30 (MA) form (PDF: 234KB) from the independent medical assessor.
