Accessibility statement for Make Contribution Payments

This accessibility statement applies to the Make Contribution Payments website.

This website is run by the NHS Business Services Authority (NHSBSA). We want as many people as possible to be able to use this website. For example, that means you should be able to: 

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using just a keyboard or speech recognition software (Voice Control and Dragon)
  • listen to most of the website using a screen reader (including the most recent version of NVDA, JAWS and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible, as:

  • the ‘Add adjustment’ page has orphaned form labels - this may cause some difficulty in interacting with the page when using assistive technology
  • there is no available link back to the homepage of the service from the ‘Page not found’ screen
  • when using the skip link to access the main content, the heading receives focus despite not being an interactive element – this may cause confusion for keyboard users as it’s unexpected behaviour as all other focusable elements in the service are interactive
  • when CSS styles are turned off, the NHS logo becomes a large black box and backlinks in the service become very large arrows that take up a full screen
  • the service name is not consistently applied across all page titles.
  • the page titles of error-triggered pages do not change to reflect the existence of an error
  • the reset password screen gives error feedback in the form of a JavaScript popup when restricted characters are entered into the email field and screen reader users are not informed of this as it occurs
  • some screens do not have proper right-side margins or padding when viewing the page with a mobile device or when zoomed to 400%
  • the Employer hub link on the homepage opens in a new tab without warning users
  • when attempting to add adjustments to a payment contribution, users may find that the error summary link does not link back to the correct field
  • when changing passwords, the error description and associated field are incorrect, making it difficult to identify the error and understand how to proceed
  • the ‘Missing payments’ report pages do not paginate their results which can be difficult for screen reader and keyboard users to navigate due to the large number of results with hyperlinks on a single page
  • when viewing some pages the heading is not tagged correctly which may cause confusion for screen reader users because it reads out the site name
  • when trying to use Voice Control to ‘download page’ on the Contribution payment summary pages, the link will not be activated and will rely on using the mouse-grid instead

Non-compliance with the accessibility regulations

The ‘Add adjustment’ page has orphaned form labels - this may cause some difficulty in interacting with the page when using assistive technology. This fails WCAG 2.2 success criterion 2.4.6 (Headings and Labels).

There is no available link back to the homepage of the service from the ‘Page not found’ screen. This fails WCAG 2.2 success criterion 3.2.3 (Consistent Navigation).

When using the skip link to access the main content, the heading receives focus despite not being an interactive element – this may cause confusion for keyboard users as it’s unexpected behaviour as all other focusable elements in the service are interactive. This fails WCAG 2.2 success criterion (3.2.4 Consistent Identification).

The Employer hub link on the homepage opens in a new tab without warning users. This fails WCAG 2.2 success criterion 2.4.4 (Link Purpose (In Context)).

When attempting to add adjustments to a payment contribution, users may find that the error summary link does not link back to the correct field. This fails WCAG 2.2 success criterion 3.3.3 (Error suggestion).

When changing passwords, the error description and associated field are incorrect which makes it difficult to identify the error and understand how to proceed. This fails WCAG 2.2 success criterion 3.3.1 (Error Identification).

We plan to fix these issues. When we publish new content, we’ll make sure it meets accessibility standards.

What we’re doing to improve accessibility

We’re committed to making sure this website is compliant to WCAG 2.2 ‘AA’ standard.

Our accessibility compliance statement will be reviewed regularly. Every newly released website will be designed, built, and tested to meet ‘AA’ standards by default.

Preparation of this accessibility statement

This statement was originally prepared on 28 September 2019. It was last reviewed on 25 June 2025.

This website was last tested on 4 June 2025 against the WCAG 2.2 AA standard.

The test was carried out by the NHSBSA test and development teams. The most viewed pages were tested using automated testing tools by our website team. A further audit of the website was carried out to the WCAG 2.2 AA standard.

We tested all the website screens to meet ‘AA’ WCAG 2.2 standards, using manual and automated tests.

We run each webpage through automated Wave, Lighthouse and Axe accessibility tools then manually test with screen readers (NVDA, JAWS or VoiceOver) and standards checklists.

We run representative user journey tests through speech recognition software (Dragon or Voice Control).

These checklists contain standards that have been compiled using WCAG, the NHS service manual and the Government Digital Service (GDS) guidance.
