The ePACT2 system is available only to those users who have registered to access.
Prospective users must choose the relevant access required from the selection available below. It is important that users read the information and requirements before applying to access ePACT2.
ePACT2 Account Types
Default Dashboard Access
This is our entry-level account type for ePACT2
This will give you access to NHSBSA clinical and cost saving dashboards, and other predefined reports at practice level for all organisations.
You can also choose to request access to the ‘Create Analysis’ Tool, this will enable you to produce your own analysis and reports at practice level.
Anyone working at the NHS, NHSBSA, or approved organisations can register.
ePACT2: Default Dashboard Access
GP Practice / PCN Access
Designated access for GP Practices/Cost Centres and PCNs
This account type will give you access to ‘Prescriber’ level data for your selected organisation(s) and practice level data for all other organisations. ‘Prescriber’ level access enables users to interrogate the data down to singular prescription level.
This account type does not include access to the ‘Create Analysis’ Tool.
To gain access to this account type, you are required to gain authorisation from a registered GP at your Practice. The authorising GP is required to return the registration form from their @nhs.net or personal practice email account.
We cannot accept registration forms authorised by the same person who is requesting access.
Primary Care Networks (PCN) users will require authorisation from the Clinical Director for the PCN, use the PCN Access link.
ePACT2: GP Practice AccessePACT2: PCN Access These access types require authorisation. We will only receive receipt of these requests once authorisation has been provided by your authoriser. You will receive a notification once your request has been authorised.
Prescriber Access
‘Prescriber’ level access enables users to interrogate the data down to singular prescription level.
This account type will give you access to ‘Prescriber’ level data for your selected organisation(s) and practice level data for all other organisations.
This account type also includes access to the ‘Create Analysis’ Tool, to produce your own bespoke analysis and reports at ‘Prescriber’ level.
Organisation Levels:
- Providers such as, ISHPs, Local Authorities, and Hospital Trusts
- ICB Sub Location - for example, 92G
- Integrated Care Board (ICB) - for example, QHM
To access prescriber level data, you must be authorised by either your organisation’s Caldicott Guardian or nominated authoriser.

ePACT2: Provider/Trust Prescriber Access ePACT2: ICB - Sub Location Prescriber Access
ePACT2: ICB Prescriber Access These access types require authorisation. We will only receive receipt of these requests once authorisation has been provided by your authoriser. You will receive a notification once your request has been authorised.
Financial Access
Provides additional access to financial data
This access will give you access to the Itemised Prescribing Payment (IPP) reports, Remuneration reports, and to practice level data for all organisations.
This account type also includes access to the ‘Create Analysis’ Tool, to produce your own bespoke analysis and reports at ‘Practice’ level.
Organisation Levels:
- Regional
- ICB – Integrated Care Board
- Provider or Trust
To access financial data, you must be authorised by:
- Regional - Regional Director of Finance
- ICB - Deputy Director of Finance, or similar for the ICB
- Provider or Trust - Head of Finance, or similar for the organisation

ePACT2: ICB Financial Access
ePACT2: Provider/Trust Financial Access
These access types require authorisation. We will only receive receipt of these requests once authorisation has been provided by your authoriser. You will receive a notification once your request has been authorised.
Provider/Trust Financial Access - If you'd like to:
- break down the costs to prescriber level
- be able to run the Hospital Trust Volume and Cost report
You will also require prescriber level access, which you can apply for above.
Who can register?
The following types of organisations can register for access to ePACT2:
- NHS England ICBs CD Accountable Officers
- Default or Prescriber (CD Accountable Officer Access)
- Integrated Care Boards (ICBs) (previously STPs)
- Default, Prescriber and/or Financial
- Primary Care Organisations (PCO) which include Sub ICB Locations (SICBLs), (previously CCGs) and local authorities
- Default, Prescriber and/or Financial
- GP practices and cost centres
- Default or GP Access
- Primary Care Networks (PCNs)
- Users can apply for Default Dashboard Access (with analysis) or GP Access.
- Independent sector healthcare providers and hospital trust providers
- Default, Prescriber and/or Financial
- Commissioning Support Units (CSUs)
- Default or Prescriber
- Health Innovation Networks
- Default only
- Public sector and other organisations who need to monitor and manage prescribing data in primary care
- Default only
National-level data is available to National-level organisations who can provide a valid reason/justification for requiring access to view the data, including:
- DHSC users
- NHS England Finance
- NHS Digital
- Other organisations who need access at national level (England)
Access to ePACT2 is not available to pharmacy contractors and commercial organisations.
User Retention Policy
Please be aware that any account with access to 'Prescriber' or Financial level data, will be automatically be downgraded to ‘Default Dashboard Access’ if you do not log-in and use the system for more than 4 consecutive months.
After 6 months of no activity, your access will be automatically revoked.
Once your account has been revoked, you'll need to re-register for access to ePACT2.
